4) Seems to be conducted more in the pages of World Nut Daily and in media exposure than in actual investigation.
Speaking of "criminal investigations", there's a word used to describe the action of taking money and using it for fraudulent reasons, even if you intend to pay it back later.
It's called "embezzlement". And maybe, just maybe, "Misappropriation of funds".
Outside money shouldn't buy the services of the Sheriff's office or dictate the outcome of that investigation. If the county accepted the "backfill" from the donations, they're saying that not only do they approve of Arpaio's actions, but that the Sheriff's office can be bought and that investigations are available to anyone with the money to pay for them.
